On 15-11-1980 The shillong was
upgraded from station to Municipality and the Lieutenant Governor agreed sanction and
extension of the Bengal Municipal Act in Shillong Municipality on 01-01-1911 and on 1917
the area within the Municipal area included not only British portion but the Mylliem State
portion also.
On 1913, some areas under Mulliem syiemship
like Malki, Laitumkhrah, Jhalupara and Mawprem were also included.
On 1921, there were five Commissioners in the
Shillong Municipality, three of them were ex-officio members and the other two were the
syiem of Mylliem and Rai Sahab H.R. Lyngdoh.
As time passed, the old Municipality was
converted into the New Municipality. As per Assam Municipal Act 1923 the Municipality was
divided into 10 wards
- Laitumkhrah Ward.
- European Quarters (Block A& B).
- Jail Road.
- Police Bazar Ward.
- Mawkhar proper.
- Mission Compound and Jaiaw.
- South East Mawkhar and Garikhana.
- Mawprem and Jhalupara.
- Laban and
- Malki.

The first meeting of the
Shillong Municipal Board was held on 20th June 1925. The total numbers of
members present were 15 members including the then D.C. as the chairman.
On 29th August 1931, Mr. M.W. Reede
was proposed to be the Chairman (temporary).
Upto 1931 Shillong has got only one
Municipality known as Shillong Municipality including the area not only of British portion
but also of Mylliem Syiemship i.e.
- Laitumkhrah Ward.
- European quarters.
- Kenchs Trace.
- Jail Road.
- Police Bazar Ward.
- Mawkhar Proper.
- Mission compound and Jaiaw.
- South East Mawkhar and Garikhana.
- Mawprem and Jhalupara.
- Laban.
- Lumparing and Madan Laban.
- Malki.

The elected ward
Commissioners were 13 in numbers. There were 2 ward Commissioners in laitumkhrah and 3
were nominated by the Government.
The last Municipality held under the Assam
Municipal Act 1923, met on 9th August 1955 under the Chairmanship of the D.C.,
Mr. C. S. Booth and Vice Chairman Mr. A. Pariat and in 1956 the Municipal Board came to an
end and the Municipal Board was run by the Executive Officer and again in 1962, the Board
was constituted and the post of the Chairman was held by the D.C. Mr. P.H. Trivedi and the
vice Chairman by Dr. B.C. Gogoi.
In 1964, the Government made arrangement that
the Shillong Municipal Board should have their own non official Chairman. On May 1964, the
member elected Shri. B. Bareh as the first Chairman of the Board through Secret Ballot.
The Boards tenure was fixed upto 1967. Then came Mr. P. R. Kyndiah as Chairman from
1967-1972 and Mr. N. Chaudhury from 1972 1973.
After this the board was abolished and Shri.
A.H. Scott took over as C.E.O from 1st June, 1972 to 24th Jan, 1978.
In between the year 1986 and 1989 i.e. on 1987
the Government constituted the Board and appointed 11 members popularly known as Shillong
Municipality Adhoc Board under the Chairmanship of Shri. B. Massar from 1988-1989, Shri.
A.H. Scott from 1989-1990, Shri. N. Rynjah from 1990-1991, Shri. H.Shullai from 1991-1992
and Shri. G.M. War from 1992 till 18th April 1998.
The Government later abolished the Adhoc Board.
At present the Shillong municipality is
consisting of 27 wards covering an area of 36 Sq. km with a population of 1,31,719 as on
1991.
