The Shillong Municipal
Board undertakes responsibility for construction and maintenance of Public Utilities like
roads, drainage system, Public Conveniences, Community halls, etc. for all the areas under
its jurisdiction. The expenditure is met from various heads like National Slum
Developmental Programme, Swarna Jayanti Shahari Rozgar Yojana, Government-Grant-in-Aid and
from the boards own fund.
Roads and Drains:
As all the major roads in the city are constructed
and maintained by the State Public Works Department, the Board constructs and maintains
minor roads, lanes, bye-lanes and footpaths. The total length of surfaced roads belonging
to the Shillong Municipal Board is 25.857 kms. These included black
topped and cement concrete roads. |

The Board undertakes, cleaning and maintenance of all the drains in the city with a total
length of about 22.510 kms on a regular basis. As all the drains are open channels, the
Board has covered most of them with R.C.C. slabs to minimise the dumping of solid waste.
Public Conveniences:
The Shillong Municipal
Board also constructs Public conveniences in the form of pay-and-use toilets at selected
places all around the city. These not only provide conveniences to the general public but
also provide employment to local unemployed youths as collectors.
Community Halls:
Various localities in the city have had
their community halls built by the Shillong Municipal Board. The total number of such
halls constructed by the Board is 6 (six). All others are also being built with financial
aid from the Shillong Municipal Board. |

National Slums Development Programme:
Under
its National Slums Development Programme the Shillong Municipal Board implements the
development works of the designated slum areas of the city which are about 11 (Eleven) in
numbers. The scheme as started in 1996-1997 is a Central Government Sponsored Scheme.
As far as
poverty allevation is concerned, the Government of India has taken up a large number of
programmes in Urban and rural sector. The SJSRY was launched to cover the Urban poor. This
scheme replaces the NRY, UBSP and PMIVPEP. However as far as slum improvenment and
upgradation are concerned the component of this scheme would include :-
Provision of physical emenities like water supply, storm water
drains, community bath, widening and paving of lanes, service community latrines, streets
lights, etc.
Community infrastructire include provision of community centres to be
used for pre-school education, non-formal education, adult education, recreational
activities, etc.
Community Primary Health care centre can b e provided with
infrastructure facilities.
Social amenities like pre-school education, non-formal education,
adult education, maternity, child health care including immunization, etc.
The scheme should be implemented at the grass - root level by neighbourhood committees,
and community development societies basically the same structure are required as SJSRY.
Swarna Jayanti Shahari Rozgar Yojana (SJSRY):
The Swarna Jayanti
Shahari Rozgar Yojana shall seek to provide gainful employment to the Urban unemployed or
underemployed poor through encouraging the setting up of self employment ventures or
provision of Wage employment.
This programme relies
upon the creation of suitable community structure on the UBSP pattern and implemented
through the ULB's and such community structures.
The SJRSY consists of
special schemes like
1. Urban Self Employment Programme (USEP).
2. Urban Wage Employment Programme (UWEP).
Urban Self Employment Programme (USEP):
This Programme has three distinct parts.
i. Assisstance to individual Urban poor beneficiaries for setting up
gainful self employment ventures.
ii. Assisstance to groups of Urban poor women for setting up gainful
employment venture which may be called DWCUA.
iii. Training of beneficiaries, potential beneficiaries and other
persons associated with the Urban employment programme for upgradation and acquisition of
vocational and entrepreneuial skills.
Self employment programme encourages the
underemployed or unemployed youths to set up small enterprises relating to servicing petty
business and manufacturing for where is a lot of potentialities in Urban area. To avoid
duplication with the ongoing PMRY, the component is confined to below poverty line
beneficiaries who have got educational qualification upto tenth standard. The maximum unit
cost will be Rs. 50,000 and the maximum allowable subsidy will be 15% of the project cost,
subject to a limit of Rs. 7500. Beneficiary contribution required to the scheme is 5% of
the project cost as margin money.
Skill development through appropriate training is
another element of this programme. Training includes variety of services and manufacturing
trades as well as in local skills and local crafts so that they can setup self employment
ventures to secure salaried employment with enhanced renuneration.
DWCUA is distinguished by the special incentive
extended to urban poor women who decide to set up self employment ventures. To be eligible
for subsidy, the group should consist of at least 10 urban poor women. The group should
select an organiser, and also should select its own activities. The DWCUA group society
shall be entitled to a subsidy of 1,25,000 or 50% of the project cost which ever is less.
Urban Wage Employment Programme (UWEP):
This programme seeks to provide wage employment to
beneficiaries living below poverty line. The programme applies to Urban local bodies the
population of which is less than 5 lakhs as per 1991 census.
It is proposed to provide wage employment to
urban poor beneficiaries by utilising their labour for construction of socially and
economically useful public assests in the jurisdiction of urban local bodies. The nature
of municipal works contempplaced relate to low cost water supply, poor flush community
latrines, drainage related earthworks, community facilities, etc.
In urban settlements below 20,000 persons, the
material labour ratio will be 50:50 in urban settlement is between 60:40.Prevailing
minimum wage applicable to the area will be paid.
Special Urban Works Programme(SUWP):
Special Urban Works Programme is a
development scheme sanctioned by the State Government on a basis of per Legislative
Assembly Constituency. Through this scheme, the M.L.A of the area identifies the
development works to be taken for a certain year and the Board implements them in
accordance with availability of funds.
Government Grant-in-aid:
In addition to the above, the State
Government also provides the Board with a yearly Grant-in-aid to implement the various
development works not included in any of the above mentioned schemes. Also the Board
undertake Development work through its own resources subject to availability of funds. |
